Elonnai Hickok is an independent expert examining how technology and policy can impact and benefit society.

She is currently managing director of the Global Network Initiative, a multi-stakeholder forum for accountability, shared learning, and collective advocacy on government and company policies and practices at the intersection of technology and human rights. Elonnai Hickok has contributed to international policy initiatives and has presented worldwide on issues of digital rights and emerging technology as well as the counterbalancing of governmental and individual interests and rights. She has developed research and written extensively on issues relating to privacy, cybersecurity, surveillance, intermediary liability, and artificial intelligence. Elonnai was previously a non-resident scholar at the Carnegie Endowment for International Peace and the chief operating officer of the Centre for Internet & Society, India. She has been a consultant with the Ranking Digital Rights project and the Open Society Foundations.
